Häkkänen’s remarks follow a Monday announcement by Finnish network company Cinia that it is investigating damage to an undersea internet cable connecting Santahamina, near Helsinki, to Rostock, Germany. The incident sparked political concern in both Berlin and Helsinki.

The foreign ministries of Germany and Finland said Monday that they were "deeply concerned" by the severing of an undersea cable connecting the two countries across the Baltic Sea -- one of two Baltic Sea connections suddenly damaged in recent days.

Two undersea fibre-optic communications cables in the Baltic Sea, including one linking Finland and Germany, were severed, raising suspicions of sabotage by bad actors, countries and companies involved said on Monday.
